Through the initiative of the Police College, Superintendents Shum Hoi-kwong and Lam Cheuk-ho attended an eight-week Hong Kong Officer Professional Development Programme in Blavatnik School of Government at the University of Oxford in the United Kingdom (UK) from April 24 to June 16.
The annual programme aims to teach officers to recognise and effectively analyse critical issues in public sector administration, particularly from a global perspective. Through lectures, professional sharing and personal mentorship that were partially integrated into the Trinity Term of the Master of Public Policy, Mr Shum and Mr Lam interacted with world-renowned professors and gained valuable insights, skills and the ability to use critical thinking to overcome challenges they face. Other participants attending the course this year were four Administrative Officers and six Departmental Grade officers from the Security Bureau, the Home Affairs Bureau, the Treasury, the Environmental Protection Department, the Fire Services Department, the Efficiency Unit and the Buildings Department.
Riding on this opportunity, Mr Shum and Mr Lam visited the National Cyber Crime Unit of the UK National Crime Agency, the Fraud and Linked Crime Online Unit of London Metropolitan Police and Thames Valley Police of Oxford City to exchange knowledge and experience with their counterparts on policing challenges and the fight against cyber crime. The visits enabled them to strengthen collaboration with the UK officers to combat cross-boundary crime.
