To enhance officers' competence in conducting liquor licence related duties, the Licensing Office of the Support Wing established a Knowledge Management (KM) database entitled "KM Enterprise Wiki on Liquor Licence" via Police Intranet (POINT) in June.

The database not only offers a one-stop platform for frontline officers to access liquor licence information and the related reference materials, but also provides a forum for frontline licensing units to communicate directly with the Licensing Office. Officers may browse through the database for the following topics: Liquor Licensing Board's open hearing results/comments, Municipal Services Appeals Board's decision papers, court judgments and legal advice, and other useful information such as the relevant legislation, orders, guidelines and memorandums.

Two other practical features of the database are the Discussion Forum and PEN Alert Message. The former allows dialogue exchanges among frontline licensing officers on liquor licensing matters while the latter sends messages to designated users when new information are uploaded to the database. The direct supervisors of specific users, for example Commanders of Miscellaneous Enquiries Sub-Units and Licensing Office Sub-Units, have access to the forum.
