Western District (WDIST) conducted an inter-departmental tabletop exercise, codenamed "WARARMOUR", on April 16 to enhance the interoperability between the Police, the Fire Services Department (FSD) and the Hospital Authority (HA) in handling a bomb incident at a hospital.
The exercise simulated the discovery of a wartime bomb during the reconstruction of the Queen Mary Hospital (QMH). The participants were required to cordon off strategic locations and facilitate the evacuation of medical staff and patients.
The participants of the exercise came from the Explosive Ordnance Disposal Bureau; the Critical Infrastructure Security Coordination Centre; the Traffic Formation, the Emergency Unit and the Police Tactical Unit of Hong Kong Island; Western Division; the FSD and the QMH.
The exercise tested the communication and response between the Police, the FSD and the HA in a bomb incident, as well as the capability of the Police in maintaining effective communication with the media. It also provided a valuable opportunity for the participants to operate an inter-departmental joint command centre and deploy resources, thereby enhancing their collaboration in handling a bomb incident.
