Tsang Yam-pui's statement to the
Force on assuming office



The old adage says, "A new broom will sweep clean". Of course new leadership will bring new directions. I promise you, however, that I will not give you any surprises. No major changes are contemplated. I have been involved in the introduction and implementation of many of the initiatives introduced during the past few years, and believe that we are on the right track. We now need to consolidate on our successes.

Senior Force Management

I welcome officers speaking their minds. I intend to promote a culture of openness, consensus and harmony, within the top management cadre of the Force, developing a team which works together with a positive outlook. Important decisions will be made in consultation with them, and implemented with their support.

Operational Priorities

My operational priorities will be:

  • The maintenance of a strong visible uniform police presence

  • The provision of fast, effective response to emergencies and major incidents

  • The use of new technology and equipment to enhance our operational efficiency

  • Strengthening the effectiveness of our criminal intelligence system

  • Enlisting public assistance and support in the fight against crime

  • The maintenance of close and effective liaison with the Mainland police and overseas law enforcement agencies, to enhance the fight against cross-border crime and exchange police expertise.

    Frontline policing is my top priority and our key to the successful maintenance of good law and order. We must pay full attention to our frontline staff, providing them with the best of equipment, training, support and encouragement. The Constable patrolling the beat is our most valuable asset. Give them encouragement for the good work they do, so as to engender pride. Reward them, not only for enforcement successes, but also reward them for the demonstration of care and compassion in their dealing with both the public and their colleagues.

    Important Management Issues

    Information technology has played a pivotal role in the development of the Force, both in terms of efficiency, improved communication, and knowledge management. We must continue to embrace new advances in technology to maintain our operational and management efficiency.

    Our Service Quality initiatives, which have led to the Customer Service and Station Improvement Projects, must be followed through. The Hong Kong public increasingly expects to be dealt with in a professional, fair and polite manner by Government officials, and we must fully develop such a culture amongst our frontline staff. I wish to stress professionalism, which has to be seen to be such. The way we dress, behave and act in the public and the way we deal with crime victims, informants, persons requesting police assistance, crime suspects, traffic offenders, news reporters, incident on-lookers, etc, are always under scrutiny. We are already doing very well in all of these areas, but I think we can still do better.

    Much has been done on the Human Resources Management field, improving the standards of recruits, providing a strategic and comprehensive approach to staff training, and pursuing the Healthy Lifestyle strategy. We must identify Human Resources issues which can be used to motivate and reward our staff for their commitment and dedication.

    Conclusion

    I am delighted to have been appointed as Commissioner of the Hong Kong Police Force. The Force has gone through a number of major internal reforms in the past few years, aimed at modernising it through the greater use of information technology, improving the quality of its service to the public and strengthening the way it is managed.

    I look forward to building on these achievements in order to meet the rising expectations of the people of Hong Kong and the wishes of my staff.
