SCDS members look into lesser-known work

The Chairman and five members of the Standing Committee on Disciplined Services Salaries and Conditions of Service (SCDS) gained an insight into the lesser-known work of the Child Abuse Investigation Unit (CAIU) and Surveillance Unit during a visit to the Kowloon East Vulnerable Witness Interviewing Suite last month.

Meeting the Chairman, Mr Bernard Chan, and members, Mr Nicky Lo (Chairman of the Police Sub-Committee), Professor Chan Yuk-shee, Mr Joseph Ho, Mr Mark Lin and Ms Chiang Lai-yuen, was Senior Superintendent Crime Kowloon East Peter Barnes.

After this, Senior Inspector Celia Yip from Child Protection Policy Unit gave an overview of the child protection policy, the role of Police in a multi-disciplinary model and the special training provided for child abuse investigators.

The party later toured the interviewing suite and had frank discussions with Senior Inspector Wenndy Wong from CAIU Kowloon East and junior officers from CAIUs of Kowloon East, Hong Kong Island and New Territories South on the unique nature of their duties and the challenges they face. The officers also spoke of their difficulties in handling child victims, their family members and the offenders.

The second part of the visit covered the work of Criminal Intelligence Bureau's Surveillance Unit, with Senior Inspector Fred Chan from the bureau introducing the general role and function of the Unit and JPO surveillance operatives describing their experience in combating violent and organised crimes, as well as the hardship and dangers involved.

In a letter to the Commissioner after the visit, Mr Bernard Chan said he and his members were impressed by CAIU officers' professionalism and sense of mission, and appreciated how officers carried out surveillance with dedication and patience.
