Officers get COC for reducing burglary

Kowloon East Regional Commander Kevan Cooper recently awarded six officers of the Kowloon East Regional Crime Prevention Office a Commanding Officer's Commendation for running the Public Rental Housing Estate (PRHE) Access Control Project successfully, resulting in a substantial decrease of burglary in PRHEs.

The officers are Chief Inspector Ko Shek-cheong, Senior Inspector Leung Hon-chiu, Station Sergeant Ma Man-bun, Constables Lo Chi-leung and Wu Kim-man, and Woman Constable Tam Yuet-ngor.

The PRHE Access Control Project is a crime prevention initiative undertaken by the Regional Crime Prevention Office of Kowloon East Region since late 2003 to reduce burglary in public housing estates by tightening up access control measures. A multi-agency approach has been adopted by collaborating the efforts of the stakeholders, namely the Housing Department, property management companies, security service companies and security personnel working in those estates, with police acting as the lead agency. Besides playing the role of a co-ordinator for the stakeholders, police also help the security personnel discharge their duties more efficiently and effectively by producing a "Notice To Visitor", which is a poster for displaying at estate entrances. Moreover, Police operate a telephone hotline to offer advice to the security personnel on access control issues.

The project has been running for almost 24 months, and, as a result, PRHE burglary in Kowloon East Region dropped continuously and significantly from 552 cases in 2003 to 253 cases in 2004. In the first three quarters of 2005, only 128 cases have been recorded. Besides the support from the stakeholders, the District and Divisional personnel in Kowloon East have contributed to the success of the project.
