Since the Integrated Integrity Management Framework was put in place in 2009, the Internal Investigations Office (IIO) has been spearheading Integrity Management (IM) in the Force. Later this month, IIO will roll out an IM Tool Kit to strengthen the Force Values of integrity and honesty.
There are a number of IM tools in different orders and manuals. However, frontline commanders, who are junior in service, might not be able to comprehend the inter-connections of different IM tools. As a result, they might have difficulties in applying IM tools in disciplinary reviews and integrity-related investigations. With the technical support from Information Systems Wing (ISW), IIO has designed a computer application IM Tool Kit with a view to enhancing the competence and confidence of supervisory officers, particularly those at inspectorate and above ranks, in handling integrity-related investigations.
The IM Tool Kit covers four kinds of investigations, namely Integrity in Doubt cases (PGO 26-03), Internal Reports of Misconduct and Malpractice and Anonymous Staff Complaints (PGO/FPM 26-23 & FPM 26-24), Sexual Harassment Complaints (PGO/FPM 26-22) and Supervisory Accountability Study. In particular, the content of Supervisory Accountability Study includes the latest Guidelines for Conducting a Supervisory Accountability Study released by Service Quality Wing in July this year.
The IM Tool Kit, which is in the form of a Mind Map, guides supervisory officers through different kinds of investigations in a step-by-step sequence. It contains text boxes, which provide procedural reminders and smart tips for users. Furthermore, there are hyperlinks to directly connect the users to the relevant PGO, FPM and guidelines.
Earlier this year, IIO invited representatives from six Regions for a functionality test of the Tool Kit. The representatives also brought the Tool Kit back to their Formations for further trials by more frontline officers. After consolidating the opinions of frontlines officers, IIO completed the final amendment to the Tool Kit, which will be uploaded to the “Service Quality” section in “E-Services” for access by officers at inspectorate and above ranks. To enhance the users’ understanding of the functions of the Tool Kit, IIO has prepared a short demonstration video, which will also be uploaded to “E-Services”.
