The Vice-Chairman of the Independent Police Complaints Council (IPCC), Mr Chan Kin-por, and four IPCC members, Mr Eric Cheung, Dr Chan Pui-kwong, Ms Noeline Lau and Miss Sandy Wong, accompanied by IPCC Deputy Secretary-General, Mr Daniel Mui, visited Emergency Unit New Territories North (EU NTN) on August 30.
Accompanying the IPCC members on the visit were Director of Management Services Lau Yip-shing, Assistant Commissioner (Service Quality) Peter Morgan and Chief Superintendent Complaints & Internal Investigations Branch (C&IIB) Evelyn Lam.
Meeting the guests were Senior Superintendent Operations NTN Iain McNicol and his staff. Officers introduced the roles and special features of EU NTN as well as various types of EU equipment. After the introduction, they gave a demonstration of how to handle a domestic violent incident.
The highlight of the visit was an open forum where Mr Chan and IPCC members met a cross-section of EU NTN staff and both parties had an exchange of views. Officers also briefed the guests on the difficulties and confrontational situations they came across during daily enforcement actions. In response, the members praised the Force for being one of the most reliable law enforcement agencies in the world and encouraged the officers to remain professional and calm in face of confrontational situations.
During a discussion, Dr Chan shared with the officers his feelings and experience of handling complaints, citing the incidents where his patients lodged complaints against him. In another discussion, Ms Wong assured the officers that IPCC would handle complaints arising from public events fairly and impartially.
To enhance understanding and communication between IPCC members and frontline officers, C&IIB makes arranges for the members to visit different Formations. C&IIB also arranges for the members to make onsite observations during major public events.
