In 2014, the Regions continued to devote their utmost endeavours to upholding the principles and practice of maintaining law and order to serve all sections of society in Hong Kong with pride and care. The Force continued to place great emphasis on engaging various sectors of the community and adopting proactive multi-agency partnerships to promote crime prevention work. The intelligence-led fight against crime was supported by a series of publicity campaigns and educational programmes to promote public awareness of crime prevention and road safety. In the light of the challenges arising from the expansion of Hong Kong's infrastructure and railway network, the Regions continued to implement an integrated strategy to lessen the impact of these developments on local communities and the transport system.
In 2014, apart from the January 1st and July 1st processions, and other public events related to various livelihood issues, Hong Kong Island Region committed round-the-clock resources to safeguarding public order and public safety during the prolonged illegal occupation of certain areas of Central, Admiralty, Wan Chai and Causeway Bay.
The Region maintained its ability to keep key crimes under control through a community-based and multi-agency approach. As compared to 2013, the Region saw a decrease of 6 per cent in overall crime, with violent crime and triad-related crime recording a drop of 4 per cent and 8 per cent respectively.
Through its close engagement with District Fight Crime Committees, the Liquor Licensing Board and the business sector, the Region continued to mount a series of operations to reduce conflicts in the local community, bars and entertainment premises. The Region launched various initiatives including the Noble Bar Scheme, Security Mutual Support Network Scheme, and Teens and Elderly Mission Committee to raise public awareness of crime prevention.
The ongoing infrastructural development projects, including reclamation works in Central and Wan Chai, and the extension projects for the railway network placed additional strains not only on the Region's transport network but also on its manpower resources. Due to the adoption of multi-agency approach, traffic congestion was lessened and traffic casualties were reduced. Traffic fatal and injury cases were decreased by 36.8 per cent and 1.7 per cent respectively as compared to 2013.

Marine Region continued its fleet modernisation programme with the aim of replacing older craft and maintaining a fleet of fuel-efficient, high performance vessels that can respond quickly and efficiently when performing statutory duties.
Combating illegal immigration remained a priority, which was reflected in the arrest of 546 illegal immigrants in the Region in 2014. The Region also continued to target syndicated smuggling at sea, in particular activities involving high-value contraband. Various operations in conjunction with other Government departments and Mainland LEAs were undertaken to tackle smuggling with the result that 25 vessels were confiscated, including four high-powered speedboats, and contraband worth $46.5 million was seized.
Marine Outer Waters District launched numerous initiatives in partnership with the community and other Government departments to promote recreational sea safety as well as accident and crime prevention in respect of major infrastructural development works taking place in Hong Kong waters. Marine Police officers rescued 163 persons in difficulty at sea. During the year, nine officers received the Director of Marine's Commendation for Bravery.
Marine Port District worked hand in hand with the Agriculture, Fisheries and Conservation Department to combat illegal trawling, utilising newly acquired equipment to immobilise fishing vessels that fail to stop. The District also continued to engage the community, particularly the NEC community on the outlying islands, with a view to providing a high quality policing service better attuned to residents' needs.

In 2014, Kowloon East Region recorded a 8.8 per cent decrease in overall reported crimes, which compared favourably to the overall decrease of 6 per cent recorded in 2013. The Region saw a significant reduction in burglaries and other key crimes. Efforts to combat triads, drug trafficking and youth crimes continued.
During the year, the Region continued to adopt a multi-agency approach to address potential policing problems. A crime prevention programme, Fight Crime Hand-in-Hand, was launched with the aim of engaging different sectors of the community to participate in crime prevention in a one-stop-shop platform. Tailor-made crime prevention videos and seminars were provided to target groups, including schools and social service centres.
The Kai Tak Cruise Terminal and its immediate surroundings, in particular, have increasingly become popular venues for a wide range of entertainment and commercial activities. The success of the Hong Kong Dome Festival and Hong Kong Wine & Dine Festival was in part attributable to the Region's close co-operation with the organisers concerned.
In an effort to promote road safety, educational campaigns engaging the elderly, as well as enhanced enforcement action targeting drink driving were launched. As a result, fatal traffic accidents decreased significantly by 22.2 per cent whilst serious traffic accidents involving injuries remained stable.
Following the expansion of railway network, plans for obtaining additional resources and reviewing operational practices for future policing needs of the Railway District are underway.

In 2014, Kowloon West Region recorded a decrease of 6 per cent in overall crime with significant reductions in a number of key crimes including burglary, robbery and pickpocketing. The Region continued to adopt preventive and partnership policing approaches with the community to address various crime issues.
The Region gained ongoing support on crime prevention work through a number of community engagement initiatives. Hawkers were involved through the Temple Street, Apliu Street and Fuk Wing Street Hawkers' Charters to strengthen the existing crime prevention network. Project VANGUARD developed partnerships with the property management industry and security sector to enhance intelligence-led policing against illegal activities. Landlords and tenants of the Region were engaged through Building Management Professional Advisory Service Scheme, co-ordinated by the Home Affairs Department, to reduce burglaries and thefts at sub-divided units.
The Region continued to promote integration of local and NEC communities by launching various sports and development programmes, including Star Making Project, Kowloon City Elderly Centre Anti-deception Drama Competition, Projects TEENACTION, Project Over the Top and Project Gemstone . To foster a healthy living environment for youngsters, programmes including Project Retriever+, Kowloon West Youth-Care Adventure Camp, Kowloon West Local and NEC Youth Culture Tour, and Kowloon West No Crime No Drugs Carnival were launched.
There were also a significant number of major public order and festive crowd safety management events in the Region. To ensure public safety and public order when facilitating public meetings and processions, the Region continued to adopt the guiding principle of minimum Police presence and sufficient contingent capability, while at the same time enabling participants to express their views.
In regard to traffic management, the Region is going to face an unprecedented number of major infrastructural works over the coming five years, which will pose major challenges for traffic policing. In collaboration with all relevant stakeholders, the Region will continue to adopt a multi-agency approach in order to divert construction traffic from public roads, promote cross-project use of facilities, and the Region will also promote the use of technology to carefully monitor traffic situations.

Kowloon West Region rolls out TRANSLINK, a trial project to provide instant telephone interpretation services for the NEC community members making reports to report rooms.
Mongkok District organises Mong Kok Community Top Chef Competition 2014 for the local community to understand different culinary cultures.
Kowloon West Regional Crime Prevention Office holds a sharing session on the security of infrastructural projects during which stakeholders share ideas on site security.
In 2014, New Territories South Region continued to adopt an integrated approach together with intelligence-led policing to fight crime, which resulted in an impressive drop of 6.9 per cent in overall reported crimes.
The Region established an electronic communication platform, Project eSecuNet, to enhance the dissemination of crime prevention information in a timely and systematic manner. By making use of mobile applications, emails and other social media platforms adopted by participating partners, including property management companies, major shopping centres, banks, hotels and non-governmental organisations (NGOs), the Region disseminated crime prevention information to the public. By the year end, the project had reached 93 per cent of residential households and 73 per cent of industrial and commercial buildings in the Region.
The Region continued to render support to the NEC community. Project Chum-Mak provided NEC students with physical and team building exercises and arranged visits to Government departments and large corporations. Both Kwai Tsing District and Lantau District established a NEC Corner in their Report Rooms to make available Government and Police information in different languages.
The Region adopted a proactive approach to promote crime prevention initiatives at the community level. Shatin District introduced Project CARE to tackle village house burglaries in the rural areas. Officers and village representatives exchanged anti-crime messages and reports of suspicious activities through mobile applications. Lantau District and village leaders jointly promoted Lantau Village GuardWATCH Scheme, which effectively reduced the number of reported crimes.
With a number of ongoing major infrastructural developments, the Region established a close partnership with all stakeholders to enhance security and ensure a smooth traffic flow.
Project R is a joint venture of New Territories South Region and the Hong Kong Federation of Youth Groups to provide referral service to juvenile delinquents aged 10 to 17 and their families.
Lantau District encourages Senior Police Call members to assist the Police to convey fight crime and road safety messages.
Airport District receives awards in the Customer Service Excellence Programme Award Presentation Ceremony hosted by the Airport Authority Hong Kong.
NEC Corners are set up in the report rooms of Lantau North Police Station and Kwai Chung Police Station to enable the NEC community to better understand their rights and messages about crime prevention and road safety.
New Territories South Regional Crime Prevention Office organises Project Chum-Mak to help NEC youths build up confidence and equip themselves.
In 2014, the crime situation in New Territories North Region remained steady, with the overall crimes and violent crimes decreased by 7.9 per cent and 10.1 per cent respectively.
District initiatives such as One Officer One Village Scheme in Tuen Mun and Villagewatch in Tai Po enhanced communication and co-operation between residents and the Region with a view to preventing rural burglaries. As a result, there was a decrease of 33 per cent in burglary reports, which included an even greater decrease of more than 40 per cent in village house burglaries.
Project SMARTBACKER was another Regional project that engaged the elderly community in fighting crime. In conjunction with NGOs and charitable institutions, the project leveraged the strength of the Senior Police Call scheme in promoting crime prevention initiatives among the elderly.
In view of the increasing use of the Internet by all sectors of the community, priority was given to preventing and curbing technology crime. During the year, the Region launched Project MESHCUTTER, which promoted greater public awareness of effective cyber security and highlighted some common social media risks. With the collaboration of the community, a series of thematic videos addressing technology crime concerns were shown at shopping centres, residential buildings and Government offices in the Region. In addition, Tuen Mun District and Lingnan University jointly produced videos on issues such as "naked chat" and social media deception. The videos were uploaded to the Hong Kong Police YouTube Channel and broadcast in residential developments, Government offices and public venues.
As a result of increasing urbanisation, the resident and transient populations saw a sharp increase with even more growth anticipated in the future. Preparatory work for a new Boundary Control Point at Heung Yuen Wai and exploratory work for new towns, landfill extensions, cemeteries and columbaria are advancing, thereby placing further demands on policing services. The Region will continue to work with the community and various stakeholders to maintain a safe and stable environment for all.
New Territories North Region runs Operation MEGASTRENGTH to help young people develop a healthy attitude and stay away from drugs and crime.
