With a view to making officers more conscious of complaints prevention and improving service quality, the Force Committee on Complaints Prevention (FCCP) was set up in 2010 to steer and promote complaints prevention strategies and initiatives. Chaired by Assistant Commissioner (Service Quality), FCCP is widely represented with the chairpersons of five Regional Complaints Prevention Committees as core members. One of the initiatives that FCCP has taken on board is the issue of different publications for knowledge sharing and enrichment of professional experience.  
 
In the last three years, FCCP issued three publications largely in paper format, namely "FCCP Bulletin", "Tips for Smart Cops" and "Complaint Flash".  In July 2012, FCCP recruited two undergraduates under the Police Mentorship Programme to review the effectiveness of FCCP publications through a Force-wide survey. The feedback from the survey strongly suggested that the three publications should be combined into one single publication to be published via an electronic platform for wider consumption and better green management.  
 
In response to this feedback, FCCP refined the current initiatives and came up with a new publication, "Complaints Prevention e-Newsletter".
 
The first issue has been launched, highlighting the two Complaint Prevention Projects, "Project Lighthouse" and "Project Peace", that were rolled out early this year.  
 
Another attraction is a "corner" for sharing of complaints prevention tips arising from real cases. A column will introduce the facility in Complaints Against Police Office (CAPO) and information on the Independent Police Complaints Council and its co-operation with the Force.
 
The e-Newsletter is published on a quarterly basis and Force members are invited to access it through 'What's New' on POINT or SQW website (POINT → Formation Sites → Service Quality Wing).  
 
The Chief Editor of the e-Newsletter, Superintendent (SP) Lai Pik-ngor from CAPO, invites Force members to browse the first issue and offer comments. They may contact SP Lai at 2860-6450 or Assistant Editor, Inspector Lai Yi-ling, at 2860-6458.
