Kwai Tsing District has been carrying out "Project New Dawn" since 2011 to identify cases involving suspected mentally disordered persons at an early stage with a multi-agency approach.
After capturing the Gold Prize of the Specialised Service Award of the Civil Service Outstanding Service Award last year, "Project New Dawn" will develop and expand its target groups during this year when frontline police officers discover that a case of "missing person at risk" is related to the security measures of a home for the elderly. They will notify the Licensing Office of the Residential Care Homes for the Elderly of the Social Welfare Department for follow-up action.
On January 21, the Commander of Kwai Chung Division (KWCDIV), Superintendent Ho Yun-sing, was invited by the Civil Service Bureau to share the experience of implementing "Project New Dawn" with the middle management of other government departments in an "innovative leadership" course, which looked into how to solve problems and manage changes with innovating thinking. During the course, Ms Li Wing-sze, Senior Social Work Officer of the Licensing Office of Residential Care Homes for the Elderly, agreed that multi-agency co-operation would strengthen the security measures of homes for the elderly and reduce cases of "missing elderly".
