With the rapid development of residential projects in rural areas, there might be more land disputes requiring police assistance. With this in mind, Complaints Against Police Office (CAPO) rolled out "Project PEACE" in September last year in a bid to boost the competency of frontline officers with enhanced training and provision of operational aids, as well as to bridge the gap between public perception and the roles of police in handling land disputes.
To help frontline officers handle land disputes more effectively, CAPO has produced the following operational aids:
(1) Action Card providing guidelines on handling land disputes for frontline officers. The card also carries the telephone lists of District Lands Offices and District Offices for public enquiries. Copies of the Action Card are being distributed to all frontline officers in August.
(2) Referral Form for referring land dispute cases to the appropriate government departments after obtaining consent from the parties concerned at the scene. Soft copy of the Referral Form and its protocol will be circulated to Assistant Divisional Commanders (Operations) and Operations Support Sub-unit Commander or equivalent via PEN.
(3) Defensive Dialogue Poster to help frontline officers respond to public enquiries in a more professional manner whilst handling land disputes at the scene. The Poster will be displayed in police stations.
CAPO has also produced a video clip for enhancing public understanding of the authority and roles of the police in handling land disputes. The video will be uploaded onto Police YouTube channel and the Police Public Page and screened on government and police premises.
