Fighting debt-collection related crimes

Designating tackling crimes related to debt collection as one of its operational priorities, New Territories North (NTN) Region has formulated a comprehensive plan to strengthen intelligence network, step up enforcement action, and secure public co-operation.

To implement the plan, NTN has collected intelligence on unlicensed moneylenders and illegal debt collection activities and held a crime prevention seminar at Fu Shin Estate, Tai Po, for over 30 estate management and security personnel last month.

After the seminar, NTN Senior Superintendent Chan Tsan-wing pointed out that community engagement was one of the key measures to tackle debt-collection related crimes and that police would take stringent law enforcement action against loan-sharks and illegal loan intermediaries.

Promotion of integrity

The NTN Junior Police Officer Integrity Committee has came up with a new gadget to promote integrity - a protective case for Police Notebook carrying the integrity logo and the "Four Way Values" in English and Chinese.

As Police Notebook is an essential item carried by police officers in their daily chores, the committee hopes the protective case would remind officers to live up to the "Four Way Values" while making a decision involving professional conduct.

'Project Respect' promotes complaints prevention concepts

The NTN Regional Complaints Prevention Committee organised a "Project Respect" Logo Design Competition earlier this year and drew an overwhelming response with some 67 entries received.  A judging panel comprising NTN Regional Commander Kwok Ho-fai, Chairman of the NTN Regional Complaints Prevention Committee, Mr Kerry Carew, and the Vice-chairperson, Ms Chan Chun-chun, selected the award-winning entries based on themes, overall impression and creativity. The winning entries will be displayed on NTN premises.

The NTN Regional Complaints Prevention Committee has extended its "Project Respect" to all the districts in NTN, including units with investigation roles, after a successful trial of the project in Yuen Long District beginning in July last year.

The committee rolled out the project in Yuen Long with the aim of reducing avoidable complaints against officers serving in district investigation teams by implementing a series of initiatives, and strengthening the roles and responsibilities of detective sergeants in the areas of service quality, professionalism and supervisory ability.
