The Information Systems Wing will launch the Case Management and Investigation System (CMIS) on December 9 to replace the existing Communal Information System, which has been in use since 1997. The CMIS will then become the largest computer system in the Force.
The CMIS integrates a number of Force applications such as the Force Information Datamart (FIND), Traffic Operations Management System (TOMS) and Enhanced Central Domestic Violence Database (ECDVD). The data in these systems will be migrated to the CMIS. Moreover, the CMIS has various interfaces with some systems of other government departments, providing an easier way for officers to record, search and retrieve useful information so as to facilitate case management and investigation. With the new functions and a simple layout in the CMIS, the system would provide more information technology support for frontline officers to enhance work efficiency.
The CMIS contains six key features, two of which are explained as follows:
1. Enhanced Consistency and Supervision
The CMIS adopts a "procedure-driven" concept in the system design to standardise operational workflows. Automated business processes are used when performing duties such as the handling of arrested persons, found property and summons by frontline officers. Step-by-step procedures in the system promote service consistency and strengthen supervision.
2. Enhanced Operational Efficiency
The CMIS allows the processing of different arrested persons and the relevant property of the same case simultaneously, enhancing the overall operational efficiency in case processing. In addition, a substantial amount of administrative work in relation to the submission and receipt of case information involving other government departments can be reduced as these tasks can be done by the corresponding interfaces incorporated into the CMIS.
