Director of Operations Siu Chak-yee and Director of Finance, Administration and Planning Ms Joyce Tam officiated at the opening ceremony of the New Generation Report Room at North Point Police Station on April 3. They then toured the new facilities in the company of Regional Commander of Hong Kong Island Kwok Pak-chung and Commander of Eastern District Rupert Dover.
In order to provide a higher degree of privacy for users, the New Generation Report Room is installed with semi-enclosed reporting booths as well as a special interview room for vulnerable victims or witnesses in sensitive cases. The reception counter is equipped with an electronic queuing system as well as an induction loop system for the hearing-impaired to enhance service quality.
In addition, the detention facilities have adopted new technologies, such as the installation of a closed-circuit television monitoring system in detention cells, an e-cell check system and an e-locker system. Other enhanced detention facilities include a padded temporary holding area and polycarbonate gates.
On the other hand, Chairman of the Independent Police Complaints Council (IPCC) Dr Anthony Francis Neoh, 10 members and Secretary-General of the IPCC Mr Richard Yu visited the North Point Police Station on April 4 to better understand the latest improvements to police detention facilities. Director of Management Services Lau Chi-wai, Assistant Commissioner (Service Quality) Chung Sze-pong and Chief Superintendent of the Complaints and Internal Investigations Branch Mak Wai-man accompanied the IPCC delegation throughout the visit.
The delegation was briefed on the New Generation Report Room by officers of the Support Wing and the Planning and Development Branch, followed by a tour to the enhanced detention facilities. The IPCC was very pleased to see the Force's positive step in making a series of improvements to the detention facilities.
The visit enhanced the IPCC's understanding of the latest development of police detention facilities. This would help them make appropriate judgements when examining related complaints in future. The Complaints Against Police Office will continue to arrange similar visits for the IPCC to other police formations to foster a constructive working relationship.
