For the Independent Police Complaints Council (IPCC) to understand the Force’s traffic enforcement operations better and for it to review traffic-related complaints comprehensively, the Complaints Against Police Office, together with Traffic Kowloon West (T KW) and the Traffic Branch Headquarters, organised a visit to the T KW Operational Base on November 29 for the IPCC Chairman Ms Priscilla Wong Pui-sze and a delegation comprising 11 IPCC members. Accompanied by Director of Management Services Lam Hiu-tong and Assistant Commissioner (Service Quality) Tsang Yim-sheung, the officers briefed on several technological aids for enhancing traffic enforcement, including the Force’s WeChat mini-programme Project PROVE – Public Reporting Offences with Video Evidence, which allows the public to make online reports of traffic offences, the In-Vehicle Average Speed Tracker, which aims at combatting offences such as speeding and invalid vehicle license; as well as e-ticketing and Mobile Video Team, which enhances the efficiency of traffic enforcement.
Three police officers from T KW shared with the IPCC representatives their duties and challenges faced daily, and how leveraging technology enhances Force’s capability in combating traffic offences. T KW also arranged for IPCC representatives to experience the drug and drink driving tests, and allowed them to try on traffic uniform and equipment to appreciate traffic officers’ hardships in discharging their daily duties.
The visit received overwhelming response from the IPCC delegation. The IPCC Chairperson extended her gratitude to the Force for organising such an informative and interactive visit. Apart from appreciating the challenges faced by traffic officers, the members could also have better understanding of the latest technology advancement in traffic enforcement. It was believed that the technology enhancements, together with IPCC’s Service Quality Improvement Initiatives would effectively facilitate the traffic officers in meeting the challenges, preventing complaints and improving the Force’s service quality in the long run.
