QUALIFIES 52 AUXY WOMEN TO CARRY SIDEARMS

Fifty-Two women Auxiliary police officers are now qualified to carry firearms on duty. The firearms training was conducted over 13 shooting courses on mini-ranges during the last two passing out courses and included live rounds practice, lasered revolver training and shooting tactics.

¡@"All Auxy recruits are required to go through intensive firearms training. The programme covered not only shooting accuracy but more importantly the tactics which officers have to apply at all times while carrying firearms. Some of the 52 women are sharp shooters. One of them got a 100 per cent perfect score in the revolver qualifying examination," said SIP Ho Pei-yan, DMI AUX Training.

¡@"Within the five-month training period, recruits have to make significant efforts to learn and digest firearms handling, knowing that they may be tired after their daytime jobs," he added.

¡@Said WPCA Chan Wai-sum, the woman officer who hit 50 shots right on target in the qualifying examination: "We are taught to handle firearms from scratch. We had some difficulty gripping the revolver properly because our hands are a bit small. But after clear instruction and practice, we learned how to handle the firearm with confidence.

¡@"I had no shooting experience before I joined the Force. Now I am interested in it as the revolver is part of my life while I am on duty. I am spending time at the police shooting club to practice and to familiarise myself with this weapon."

PLA visits PHQ


LED by PLA Senior Colonel Ni Zang, 23 members of Hong Kong Garrison recently paid a familiarisation visit to Police Headquarters.

¡@Welcomed by Director of Operations Ng Ching-kwok and Assistant Commissioner of Police, Operations, Foo Tsun-kong, representatives from the nine HKSAR military camps toured the Operations Wing and the Regional Command and Control Centre, Hong Kong Island, and were briefed on the general organisational structure and operations of the Hong Kong Police.

¡@Also on hand to receive the Garrison reps were Force Regional, District and Divisional Commanders, as well as representatives from other formations.


More than just a quick FICS

FOR members of the Force who make use of FICS, RICS, HICS and TOMS help is now at hand in the form of the first six-page bulletin issued by the Client Services Bureau of the Information Systems Wing.

¡@The bulletin's aim is to keep Force members informed of developments in Information Technology in use by police officers and to provide a forum for answering questions most commonly asked about the various computer systems being utilised the bottom line is that users' concerns and questions are being addressed and that CSB is looking at them and making improvements.

¡@The first issue is largely devoted to the Formation Information Communal System (FICS). There is also information on the latest developments in the Regional Information Communal System (RICS), Headquarters Information Communal System (HICS), Traffic Operational Management System (TOMS), and the Standalone Computer programme.

¡@Well-designed and user-friendly, copies of the bulletin which contains helpful information in a question-and-answer format were circulated to Formation Commanders at DVC level.

¡@The Client Services Bureau is encouraging members of the Force to go to gheir DSRO and get a copy so that this bulletin will be circulated as much as possible. Meanwhile, due to demand, Client Services Bureau has been printing additional copies and sending them out.

¡@A team effort of staff at CSB, the bulletin is scheduled to come out on a quarterly basis and in a bilingual format.


Geomantic considerations

BEFORE Hong Kong's change of sovereignty, the British, Hong Kong and Force flags were flown on the parade grounds of the Police Training School. After Hong Kong's return to China only the HKSAR and the Force flags are flown at Police Training School. In recognition of Chinese tradition, a fung shui expert gave advice on the removal of the School's centre flag pole, after which a bai-san ceremony was held to bless, bring good fortune and luck to the grounds.

A motivated Force full of suggestions

ENCOURAGING staff at all levels to participate in and contribute to the Force, the Police Staff Suggestion Scheme (PSSS) started in January 1994, and the Police Staff Motivation Scheme (PSMS) which began in October 1996, have been extremely successful.

¡@Since the Police Staff Suggestion Scheme's inception, there have been over 540 proposals suggesting ways to improve everything from the utilisation of resources and manpower to service quality to the working environment and morale to processes and procedures - truly a reflection of the imagination, enthusiasm and commitment on the part of Force members.

¡@On more of a collective basis, the Police Staff Motivation Scheme followed to encourage group initiative and motivate work improvement teams, sub-units or offices to promote interest in performance pledges; improve skills in customer relations; and achieve greater efficiency and productivity.

¡@Although under a year old, the PSMS has already started to produce results as evidenced by the recognition of the Central District Bulletin Editorial Committee, who - along with officers rewarded in the seventh round of the Police Staff Suggestion Scheme (PSSS) awards - were recently singled out for their innovative ideas in the first Police Staff Motivation Scheme (PSMS) awards.

¡@"The Police Staff Suggestion Scheme was started to help gather suggestions that improve the effectiveness, efficiency and quality of service the Force provides to members of the public and our colleagues," said DMS Pedro Ching Kwok-hoo, who handed out certificates and cash awards to officers whose suggestions are currently being implemented (or are under serious consideration to be implemented) by the Force at a presentation ceremony last week.

¡@Citing the Force's goal of continuous improvement of service, DMS Ching underlined the fact that as this was also the first presentation ceremony arranged for the Police Staff Motivation Scheme, "it is hoped that as times goes by more submissions will be received and more award presentation ceremonies will be held."
