WITH effect from 1 September 1998, junior police officers taking up diploma or degree courses for further education may apply for loans from the Police Welfare Fund on the condition that the courses attended have some general relevance to the office's duties but are not courses in law leading to careers in the legal profession. Further, if an officer undertaking courses with assistance under this scheme has completed the full course and achieves good academic results, he or she may also apply for an additional grant of $5,000 (for diploma level courses) or $10,000 (for degree level courses). The obtaining of loans and grants under this scheme is not mutually exclusive to the officer's application for reimbursement for further education under the provisions of Force Procedures Manual 52-05 and CSR 1010. In addition, starting from the fiscal year 96/97, an officer receiving further education may enjoy an exemption in his assessable income, the amount of which was $20,000 for the fiscal year 97/98 and $30,000 for the fiscal year 98/99. For officers pursuing further education, it is crucial that they realise the importance of self-discipline and initiative. Also, it is essential that they are realistic the choice of courses, taking into consideration their personal interests, academic back-ground and the practicality of the subject concerned. A wrong decision in pursuit of further education may result in loss of both time and money. |
