Highlights of improvements gained from the 1999 survey

INTERNAL COMMUNICATION

  • Steering Committee on Internal Communication - Membership expanded to include representatives from Districts, Regions, Crime Wing, Civil Wing and MFCs of other Policy Wings. Terms of reference were revised to focus efforts on monitoring the overall implementation of the newly introduced Internal Communication Strategy.

  • Two database systems were established on POINT for easy reference to Staff Suggestions and projects undertaken by Work Improvement Teams.

  • Living-the-Values Wave III Workshops - Began in November 2000 with Internal Communication as one of the key themes. All JPO suggestions will be evaluated by their commanders in their own formations.

  • After a review, the number of HQOs was reduced from 975 to 47 on April 1, 2000. The issuing of HQOs was rationalised and streamlined.

    TRANSFER AND TRAINING

  • Transfer Policy - Personnel Wing reviewed the transfer policy and will publish the revised version in due course to enhance transparency.

  • Posting vacancies - Vacancies are now advertised on POINT.

  • Training courses - Courses co-ordinated by P Wing are also announced on POINT.

  • The format of Training Days has been standardised and training packages are now produced by Training Wing for use by all formations.

    RESOURCES AND WORKLOAD

  • Support resources for crime officers - Assistant Commissioner (Crime) surveyed all crime formations on the additional support resources required.

    Improvement highlights

    The Assistant Commissioner (Support) is evaluating and prioritising the suggestions.

    Many items, e.g. hands-free units for mobile phones, video cameras and surgical gloves are available from Police Stores. Many new items, e.g. briefcases for attending scenes, exhibit boxes and cordon tape, are accepted and are under further study on corporate design.

    Results will be available in six months.

  • Workload Study - The Assistant Commissioner (Service Quality) conducted a workload study on Land Region officers from Inspector to Chief Superintendent rank. Opportunities are being identified to reduce administrative work and allow officers more time to support and supervise their officers.

  • Over 4,100 computer terminals with access to PEN and POINT have been provided to all Inspectors and above.

  • The report rooms and changing rooms of eight police stations have been improved under the Station Improvement Project. The other 51 police buildings will be completed by early 2002.

  • A total of 16 Resource Centres have been set up at police stations, each equipped with two to five computer terminals with access to POINT.
