First Annual Liaison Review Meeting with the Hong Kong Garrison
On 8 September, the first Annual Liaison Review Meeting with the Hong Kong Garrison was held at Operations Wing, PHQ.

The meeting, chaired by D OPS, Ng Ching-kwok, aimed to review the co-ordination work between Hong Kong Police and the Garrison since the arrival of the military contingent on 1 July 1997.Attending were Yip Kwok-keung, ACP OPS; Millie Stradmoor, ACP TRG; Fung Kwok-on, HKP/HKG Liaison Officer; Tsang Kwong-ming, SP OPS PHQ; and Lee Yeung-chi, SP WT TRG.

The Hong Kong Garrison party was led by Senior Colonel Zhou Yongqing.

Both sides recognised the highly successful achievements made in the past twelve months and undertook to work even more closely in the coming year. ACP TRG took the opportunity to thank the HKG for allowing HKP officers to use a number of thier firing ranges and facilities, as this has helped to maintain the high standard of firearms training for police officers.

Six members of the Independent Police Complkaints Council (Chairman of IPCC Denis Chang Khenlee, Vice-Chairman Liu Sing-lee, as well as Dr John Lo Siew-kiong, Jonathan Yu Hoy-gin, Dr Lo Chi-kin and Sylvia Yau Siu-fee), called on the North Point Police Station on 10 September.

After an opening address by ACP SQ Mak Man-poon, DC EDIST Yeung Ying-wai briefed the visitors on the Customer Service Improvement Project being launched in thestation. They were then taken on a tour of facilities in the station by DVC NPDIV Lo Ka-man and WCIP Project Team Jocelyn Cheung.


Force culture of learning broadens
ONE Hong Kong Police officer (Luk Wing-shing) obtained an MSc in Criminal Justice Studies, and twelve others (Martin Cadman, Tommy Chan Kui-sang, Edmond Chow Chat-kun, Tong Ho Kai-hin, Lam Ping-yun, Lau Chi-pui, Joseph Li, Richy Liu Shing-bun, ex-officer Denis Shackleton, So Kam-pang, Wong Yiu-wing, and Yu Sai-kit) completed their BSc (Honours) in Policing and Police Studies from the Portsmouth University study programme and received their degress at a graduation ceremony held at Police TrainingSchool on 6 August.

Portsmouth University's Pro Vice Chancellor, Dr Michael Bateman, and its International Director, Dr Michael Asteris, were both on hand from the UK to present the certificates.

The opening address was given by ACP Training, Millie Stradmoor, who commented during the ceremony:"We all share a feeling of professional respect and pride towards our colleagues who have shown great focus and determination in successfully graduating from their studies. I extend my deepest congratulations to all the award recipients who have reached this truly valuable milestone in their professional development. You deserve to be proud in obtaining this qualification and Ihope you feel, as I do, that your success is a source of celebration not only for yourselves but for the Force as a whole. You are true examples of the cultureof learning which our force is striving towards."
