History

The Hong Kong Award for Young People (HKAYP), formerly known as the Duke of Edinburgh’s Award Scheme (DEA) was found in 1956. The scheme is to develop young people between the ages of 14 and 25. It was introduced to Hong Kong in 1961 and implemented in the Royal Police Cadet School in 1973. The Hong Kong Police Operating Authority (POA) was established in 1979. The Police Public Relations Branch (PPRB) has in charged for programme organizing since 2006.

It is licensed by the HKAYP Award Council to carry out the Award Programme according to its objectives and the conditions of the Award. Currently, the Commissioner of Police is one of the Honorary Advisors of the HKAYP Scheme.

Objective

The objective of the scheme is to develop young people between the ages of 14 and 25. It is a programme about achievement which addresses the development of young people through the provision of a uniquely rewarding agenda that fills the gap left by formal education. It gives young people a chance to constructively use their leisure time, to set and achieve personal goals and to learn about themselves and their community through experiential learning individually or in groups. Through commitment to its programme, participants acquire leadership, social and life skills, self-reliance and a sense of responsibility to others. More importantly, it gives young people the chance to enrich their experience and become active and responsible citizens.
