Commissioner Lo Wai-chung led a delegation to take part in the Pearls in Policing Conference 2016 in Australia and meet Australian law enforcement agencies (LEAs) in Canberra from June 11 to 17.


Thirty-five law enforcement leaders and academics from 21 countries/places as well as four international organisations attended the 10th Pearls in Policing Conference in Sydney between June 11 and 15.


"Pearls in Policing" is an international think tank in which police leaders discuss key challenges of policing at all levels at its annual policing conference held in June. The theme of the conference for this year was "Uniting Global Law Enforcement".


Through seminars, working groups and peer-to-peer discussion, Mr Lo exchanged insights with other law enforcement leaders on counter-terrorism, cyber crime, law and order and international co-operation, as well as explored the way forward of policing.


Mr Lo also met with Commissioners of LEAs of Australia, New Zealand and Colombia respectively to strengthen co-operation and partnership. Having reached a consensus with the Colombian National Police about the signing of a Memorandum of Understanding on combating cross-jurisdictional crimes, both forces made a big leap forward in police co-operation.


Mr Lo visited Australian LEAs, including the Australian Federal Police and the Australian Crime Commission, in Canberra to discuss future challenges and possible measures to tackle cross-jurisdictional crimes such as counter-terrorism, drug trafficking, money laundering and cyber crime. All parties agreed to enhance co-operation to seize new opportunity and meet new challenges, particularly cross-jurisdictional organised crime.

In a reciprocal arrangement, the Chief Executive Officer of the Australian Crime Commission, Mr Chris Dawson, paid a courtesy call on Mr Lo in Hong Kong on June 21. In addition to analysing the crime trends of the two places, both parties discussed a wide range of policing issues and challenges. They also explored the launch of an exchange programme and ways to strengthen police co-operation and training collaboration.
