Commissioner Lo Wai-chung issued a message to all Force members on September 16, in which he said, "We have gone through yet another weekend with a series of illegal and violent protests. Having looked back, we together have just experienced the most unforgettable 100 days in our police careers, and I believe the past 100 days shall be well remembered in the Force's history.


"Since June 9, the violence that has been seen in protests arising from the now withdrawn proposal to amend the Fugitive Offenders Ordinance has been escalating. Some radical protesters have resorted to reckless actions, totally disregarding public safety and order. These irresponsible actions have included insulting the national flag and national emblem, blocking of major thoroughfares, vandalising government and private properties, setting fires at will, attacking members of the public, storming the Legislative Council Complex, disrupting railway systems, and paralysing the airport's operation. They have even maliciously targeted us that they obstructed our officers in execution of duty, besieged Police Headquarters and various police stations, caused a nuisance to residents of police quarters, blatantly leaked personal data of officers and their family members in cyberspace, and assaulted both on-duty and off-duty police officers. All these lawless and selfish acts have seriously ruined the rule of law and plunged Hong Kong into chaos and disorder.


"I fully understand the extreme danger and the tremendous stress that each and every one of us has been under over the past 100 days. In this trying period, we may have been frustrated by lack of family time due to prolonged working hours; we may have been exhausted by working in arduous conditions for extended hours; we may have been humiliated by frequent provocations from the protesters; we may have been aggrieved by false allegations and defamations; and above all, we may have been worried about the potential threat to our family's safety and emotions. However, I would like to reiterate that together with the Force's senior management, I will continue to adopt all possible measures in different aspects, be it strategic operation planning or backend supports, to ensure that the Force is fully able to discharge our duties effectively and efficiently. At the same time, officers' welfare and family needs will be taken good care of so that officers can be fully committed to performing our sworn duties without worries.


"Once again, I would like to convey our deep appreciation and gratitude to every member of the Force including regular, auxiliary and civilian staff for the highest levels of professionalism, strong sense of mission and responsibility, bravery and unswerving determination that have been displayed during one of the most challenging and difficult times for Hong Kong. I also wish all injured officers would fully recover very soon.


"The Force is the main law enforcement agency and has always been the agency of first and last resort in Hong Kong. Our community is depending on us to steadfastly uphold law and order without fear or favour and we will never shy away from this task. Come rain and shine, I will join hand with every one of you in this uphill battle to return our home city to the safety and stability that all law-abiding members of the community yearn for.


"Colleagues, every cloud has a silver lining. As long as we stay united and keep our faith, we will emerge stronger and we will overcome this unprecedented challenge."
