Commissioner Lo Wai-chung issued a message to all Force members on June 22, in which he said, "A large number of protesters blocked the roads around Police Headquarters starting from nearly 1100 hours on June 21, causing serious obstruction to the passages of vehicles and pedestrians and I therefore instructed officers not involving in the operation could leave Police Headquarters in batches. However, the last batch of these officers all left shortly after mid-night.


"I as well as the Force senior management stood beside officers in Police Headquarters to rise to this major challenge. Like all other previous occasions, our decisions in this operation were made with public interest and officers' well-being in mind. We understand that officers might be worried or suffer from tremendous stress both physically and mentally. Moreover, officers might be required to work prolonged hours and need to face the threats of violent confrontation and provocation.


"As such, I would like to express my sincere gratitude to all frontline officers for their tenacity, devotion, loyalty and professionalism displayed during the process. I also feel immensely proud of officers' selfless contributions and endurance in this operation. Looking ahead, I will work with every one of you against any adversities and continue to faithfully discharge our sworn duties as a police officer."
